I teach clarinet - in a similar situation to you I think. I travel around schools and see many primary aged pupils.
I don't know that I think of an average time or try to fit pupils into a specific time for different levels but your question interested me and got me to look at the front of the clarinet syllabus. I don't normally read this bit but there is a table there of what you are talking about - guided learning hours and total qualification time (page 7 of the clarinet syllabus). Does this help - is this what you meant?
